Love this game :) im playing it at the moment, this might help you if you get stuck and want to get the 100% complete game. First off dont bother to buy the prima guide on steam as its not much use. Instead go to justcause2mods.com and there you will find a program that allows you to see what things youve missed in a city to get the 100% complete. Its on the mod\maps page. All you do is load your save game into the program and it tells you what youve missed. Its awesome.

I think you can only download one mod per day unless you register which is free anyway. Also the only problem with it has something to do with a bugged water tower. Im only 15% through the game personally so i dont know much about this problem but it has something to do with the actual game
