I will be using a dual monitor setup, buying a monitor and using a similar size television. I will also need the accessories aswell, thanks in advance.

If it is between those 2 specs, I get the 2nd one with a better GPU but will try to get a pair of homeplugs rather than a wireless card (more reliable). Not sure how good the monitor you have chosen is but, if your budget allows you, I'd go with the IIYAMA E2273HDS 22'' monitor.

It's not necessarily between these specs, I thought they were two good specs. Is there a better spec you could come up with? I'd appreciate it, thanks.

The first one is a mATX, smaller than the second one and with less expansion slots.

I think the HD 7850 is the best GPU for your budget. I'd try to change the monitor for the IIYAMA and get homeplugs if you can stretch your budget.
