All in one pc running slow

Hello all, my dad is having issues with an all in one computer he received from pc specialist. It is currently running really slow. It takes about 30 minutes to start up and log in and when running programs it also is a pain to use. It is only a few months old and one of my laptops (with more than half the base specs).

The pc my dad has includes,
8gb ram
Intel core i3 3.6 ghz
1TB HDD (Which is regularly fragmented)

I even ran a multitude of tests on the hard drive (of which all passed including a SMART disk check)

I cant understand why it is running so slow. The laptop I was talking to only had 1gb of ram and a 1.4ghz processor and it was running a lot faster (although it did have an ssd which still sjouldnt make such a difference).

We'd need the full specs from the order page.

Saying i3 doesn't really mean much as there are about 50 different models over 10 years.

Likewise 8Gb RAM doesn't say what speeds.

The exact specs from the order page would be helpful.

When it's running slow start the Resource Monitor (enter the resmon command in the Run box) and look at the various header fields, they show the peak values for each resource. That will help you see which resource (f any) is causing the slowdown. Take a screenshot and post it here if you like.

Exact specs are:

Intel core i3-8100 3.6ghz 4 cores
8gb corsair 2133mhz DDR4 RAM
1tb Seagate hard drive 5400 rpm 128mb cache
Integrated graphics.

The disk active usage has been running at a constant 100% for about 15 to to 20 minutes so I wonder if it could be an issue with that?

If you look at Task Manager and Resource Monitor, what program(s) is using the disk? You can order by disk usage to bring the results to the top. Posting a screenshot would help.

I have attached a picture of them listed in order. I am thinking it is an issue with when the pc first starts up. From startup it takes about 20-40 minutes for the pc to become usuable.

Rapport is the problem, uninstall it and just use windows defender.

You’ve also got Bullguard installed, you can’t have multiple scanners or they’ll conflict.
