It's not something we can teach, it's not something you can just pre apply, it's a gentle incremental group of steps you take to achieve the max overclock for that particular piece of silicon. Every chip is different so you have to come at each like a new overclock and start from scratch.

It's not something we can teach on this forum, you'd need to ask somewhere like Tom's Hardware which is an open forum.

There are plenty of guides on youtube also.

Also if you overclock your 9900k to 4.9Ghz you're actually locking it to a lower frequency than it would boost some of its own cores to.

What would the best ghz to oc too that’s still safe and stable @Oussebon
That's the point, it's not something we can tell you, it's something you have to find out for your chip. As said previously, every chips different, some will overclock easily by miles, others won't overclock at all.

Would a Hydro Series H100x High Performance Liquid CPU Cooler be enough to keep it cool if I oc it or would I have to find out.
sorry for big letters I c+p

Yep, personally I'd go with the H100i as a minimum, the x doesn't have software monitoring.

Not what you want to hear, but with overclocking, going slowly, making small, incremental changes and testing for stability between each change. There are a lot of guides out there.

What is safe and stable will vary according to your setup, and indeed your specific CPU. And I don't mean the 9900k, I mean each single 9900k will behave a little differently to every other 9900k.

The H100x won't cut the mustard for a meaningful overclock. You would want to be running 5Ghz on all cores for there to be any point in doing it at all. At this point, the chip runs proper hot and needs some very good cooling.

I stress tested at 5.2Ghz on my chip and I was hitting 100°C on a H115i RGB Platinum (The best, IMO) at full chat. I pulled it back to 5.0Ghz for daily running and it has been great, with very reasonable temperatures even under heavy load. The H100x wouldn't get you that.

I would stick with stock speeds as clocking the chip at 4.9Ghz hampers your single thread performance. If you are into development or etc then it may be worthwhile but if you are an avid gamer I would just leave it as it is.

I’ve just amended my order by changing my storage options from an ssd to a m.2 and a 1tb hdd and was wondering if the operating system would come installed on the m.2 ssd instead of the 1tb hdd? @Oussebon @SpyderTracks

It usually wouldn't, if the system is till pre-production.

What is your full spec and what are you using the system for?
