Hi I bought a computer from PC specialist, it says the max power required for my system including 20% allowance is 402W so they recommended a 450W PSU, but the graphics card the GTX 560 recommends minimum 500W, should this matter because im presuming take away the 20% allowance my computer only...

Is the spire heatsink PC specialist uses as the 'standard intel heastink' more effective than the intel heatsink and fan thats comes as standard boxed with the intel CPUs? I noticed the Spire heatsink is taller than the standard intel heatsink and fan and would this be more effective as a cooler?
