Is there anything I can do to make my pc actually make memory dumps since it's refusing to do so?

I have taken all the steps given but there is no file or folder called Memory.dmp at the windows folder. As in there are no memory dumps. The last minidump dates to 24 of July. I have no way to send anyone the memory dumps.

Anyone got any clue as to what this could be?

Basically I just am asking how important Dram in ssds is for gaming loading screens. Let's just compare the 970 evo plus vs WD Blue sn570. How big would the difference be in loading a single open world map?

Thermal paste should be changed every 3-4 years. Not every 6 months. Fans are always on max, plus cooling pad.
