I would say yes as why buy a high end CPU and skimp on the cooler because if you can afford the I9-13900 and a high end GPU then why not a high end cooler for your CPU as you can afford to splash out on expensive Hardware ?

You could stretch to the RTX 2060 or the Super version and squeeze another 8GB Ram in , then you should be fine for maybe 1 or 2 years before looking to upgrade to a nice new shiny PC and you could then keep the RTX 2060 / Super for your next build ( i7-7700k will compliment this GPU nicely ) ...

The way i would do this is : 1. Install and only have windows OS on the 500GB drive or even choose 256GB as windows only takes up about 47GB of storage so this leaves plenty of storage should you need it. 2. Have a large enough storage drive to install all your games on and anything else like...
