I also have a Vortex series laptop (RTX 2070, non-OLED version) and have experienced the exact same issue. A reboot hasn't ever not fixed it though. Interestingly, I was using Ubuntu on it but have recently had to switch to Windows for a project I'm working on and it hasn't happened since 🤔.

I have the Vortex with 32GB RAM and RTX 2070 and it doesn't get too hot at all - I use it on my lap a lot of the time even though I probably shouldn't.. I haven't been monitoring CPU temps, the GPU doesn't get above 65 even when running intensive deep learning tasks, so I'd say the cooling works...

Did you spec up the equivalent build but with the equivalent AMD 6-core CPU? I imagine it'd be a bit cheaper. You could also save on the CPU cooler, stock AMD ones are fine. The savings on the CPU and cooler might even get you a GPU upgrade :)
