Hi, is it possible to build a pc without a graphics card and then upgrade it to a 3000 series when they release? Is it ok to change orders whilst a PC is being made?

thanks a lot! I'll save this build. I want to buy a pc instead of a console so games like cyberpunk at 60fps is what i was going for. I think i might aim for a 3070 and a new monitor.
