Right. sorry for taking my time. I thought I wouldn't get an answer tbh. It's a Quanta chassis. The version of Control Center from PCSpecialist website gave me the same issue as the one that had been installed :(- pberlowski

An update from my side - I completely uninstalled Control Center and rebooted the laptop. The CPU fan is behaving better now, scaling the speed up and down. Seems like a bug in Control Center 10.0.0.12?- pberlowski
