isn't it possible for a bios to run the fan all the time but slower. The problem for me is how it goes from
silent to aggressive and then to silent again.

Or would an alternate CPU/fans/mod make a difference?

I have no idea and I suspect the only ones who really know are Clevo. I accept that their fan profiles may be for the worst possible case and are too aggressive for other configurations.

A fan assisted cooling pad might make a difference, they are a good idea in any case.

You might also try changing the cooling policy in the power options from active to passive (so that the CPU is slowed before the fan is sped up). That will cause a performance hit of course.
