My GTX 970 is at its limit and not all the settings in the game are at max and I get dips below 50fps. So while you will certainly be able to play it with a 960 you will probably be having to use mostly medium settings. I guess the experience will be about the same as PS3/Xbox 360 or a little better.

Unless you have a system that can max everything settings are a matter of choice and compromise. For instance, I like have the grass settings on max but in high foliage areas the fps drop down to slow the game to a noticeable extent. I prefer the detail for now rather than having the fps, but other people would rather have the fps than the little bit more detail.

Benchies from: http://www.gamersnexus.net/game-bench/1905-gta-v-pc-fps-benchmark-graphics-cards

They're using a beefier CPU so you need to account for that, at 1080p you should be able to run the game pretty well. I would think at high settings it's going to look as good as if not better than the PS4 version (this is an educated guess having seen the PS4 version) and with a much better frame rate.
