Teething issues

After 14 working days of ceaseless progress checking, my new PC finally arrived. Unfortunately, it is a duffer.
When I try to turn it on, it gets to the PC Specialist splash screen and comes up with an error bos, 'The computer restarted unexpectedly. Windows installation cannot proceed. To install Windows click OK to restart the computer'.
This cycle just continues if you click ok. The PC does not have a DVD drive so i created a windows recovery USB but this does nothing when i plug it in.
I have tried booting into the BIOS but there doesnt appear to be anything in there that would help.
I once got to a pale blue Windows screen that gave me the option to boot into safe mode but it refused to do this and I cant get that screen to come up again.

I am not great at diagnosing issues but am willing to get my hands dirty to avoid an RMA since I waited this long! Does anyone have any ideas?

When you plug in the usb boot drive, you need to start the bios and select the usb key as the primary boot drive. On my laptop it's f7 to bring up the boot menu.

This is a pretty common problem where the initial install becomes corrupted and the only way to recover is to start a clean reinstall.
