No Precision In Brightness Levels w/ Windows 7 Ultimate

Howdy. I'm trying to run a dual-boot setup with Windows 10 LTSB and Windows 7 Ultimate on my Clevo P650SE (PCSpecialist 15" Defiance). I have an issue in the Windows 7 installation where there is no precision with the brightness level. Each time I press Fn+F9 the brightness jumps by about 15-20% like it also does in Windows 10, but when I move the brightness slider in Power Options it also jumps by the same 15-20% steps, which should not happen. In Windows 10 the brightness slider in Power Options offers complete precision to 1% accuracy, allowing you to set the brightness to an odd amount like 17%.

Is there a solution to this problem? I'm running the latest HD4600 drivers from the Intel website and have also tried the drivers from the Clevo website. In Windows 10 I usually have my laptop around 14% to 25% brightness depending on the amount of light coming through my bedroom window, but with Windows 7 I do not have the ability to set specific brightness levels which can be straining on the eyes. Any help would be most appreciated.
