I am here asking for some help if you don't mind.
My knowledge is kinda entry level when it comes to PC hardware. I know my way around a PC, but I dont know what hardware is good, in what combination. (hope that makes sense)
I have a PC at the moment, its an old Intel I7 the spec is

Now I know that is an old machine, had it a few years, but never really done any live streaming on the machine until now. When I use OBS or even the Elgato software, the Elgato card tells me I can't render the stream in 60fps or 30 fps.
When I use OBS, it does send the stream to Youtube but to say its choppy is a huge understatement.
I have speced out a new machine from PCSpecialist, but my worry is due to my lack of knowledge, I will buy this machine and it still won't be able to cope with the live stream, and I will still have the same issues.
I will add that the Elgato card is a HD 60 Pro (PCIe card)
The spec of the mahcine is below, would anyone be able to comment as to what they think, and if it will be OK to do the above job.
