RAM vs Graphics card?

On the DEFIANCE 17 laptop....which option is better for video editing?

32Gb of ram (2400 or 2666) and the GTX 1060 6GB graphics card

or

16Gb of ram (2400 or 2666) and the GTX 1070 8GB graphic card??

Depends on what you're doing and the software you use. What's the full budget, what's the spec you're thinking of, and what software do you use + what kind of work do you do with it?

Any other uses e.g. gaming or other non-video editing work?

Well...its gonna be 1080 or 4k video editing with Sony Vegas for now....and maybe later Adobe Premiere.
The budget is about 1500-1600 pounds.
The other specs are: i7 six core 8750h processor, a 256 gb samsung 970 evo m.2 for windows and a 1Tb samsung 860 ssd for the rest of the data.

In the meantime i got in touch with somebody from pcspecialist who suggested the 32gb with 1060 6gb card combo.....but im open for a second opinion.

And its not for gaming....just video editing and maybe a little bit of photoshop

Well there's your answer. If the SSD is for data, drop it and spend the savings on the RAM/GPU instead. Just install software and keep active project files on the SSD. There's no real point to an SSD for mass storage.

Should you want to add another SSD in the future, youhave the other M.2 slot, or you could replace either drive. Given that you can't upgrade the GPU, and that upgrading RAM can have issues as well, your best option might be.
