New build, any and all advice is appreciated

Hey everyone,

Its the second time I've attempted a build and in the process of refamiliarising myself with the current hardware landscape I've discovered this truely helpfull website. My budget started at about 1k and then slowly raised to 1.5k and then 2~k. I would like to play Dishonored 2 at 1440p with an average of over 60fps. (I enjoy no hud permadeath in that game and graphics are crucial for that for me) I enjoy WoW and would generally like to be able to play the latest games, hopefully including anthem which i believe might be included in this deal, with crisp visuals and smooth gameplay. Ideally i'd like to reduce price without sacrificing something cruicial. Any advice appriciated especially if there are any glaring mistakes. Thanks all

*edit* I plan on getting a separate Dell P2418D (eventually 2?)

Quick Priorities, in order of decreasing importance:

*Graphical Fidelity 60fps in 1440p gaming
*Quietness
*Lowest Price
*Aesthetics

(non negotiables: case, keybored, gpu i think)

My current spec is the following:

Case
COOLERMASTER COSMOS C700P TOWER GAMING CASE

Intel® Core™ i7 Eight Core Processor i7-9700K (3.6GHz) 12MB Cache

Memory (RAM)
16GB Corsair VENGEANCE DDR4 2400MHz (2 x 8GB)
i figure 16bg 2400 is more than enough, might be wrong

Graphics Card
8GB NVIDIA GEFORCE RTX 2070 - HDMI, 3x DP GeForce - RTX VR Ready!
Get Battlefield V -OR- Anthem with select NVIDIA GeForce RTX GPUs!
I hear the 2070 is the ONE for 1440p high fps

I saw this the other day but didn't comment as I wanted to ready up on Dishonoured 2, then forgot (!).

The reason I wanted to check up on Dishonoured 2 was that I played the demo on my system, and performance absolutely and utterly blew. It was shocking and put me well off the game for good. And changing the settings didn't affect it. I think I concluded at the time it was CPU bound on a single thread - but looking at articles:
https://www.pcgamer.com/uk/why-dishonored-2-is-running-so-poorly/
https://www.dsogaming.com/pc-performance-analyses/dishonored-2-pc-performance-analysis/
https://www.guru3d.com/articles_pages/dishonored_2_pc_graphics_performance_benchmark_review,8.html
https://www.overclock3d.net/reviews/software/dishonored_2_pc_performance_review/7
https://www.notebookcheck.net/Dishonored-2-Notebook-and-Desktop-Benchmarks.184529.0.html
they say CPU performance isn't really an issue.

Perhaps the demo is an older, unpatched version that had performance issues.

On the GPU side, if the 1080 failed to maintain 60fps, there's some chance the 2070 will too. A 2080 would make more sense here.

For quietness, the Fractal R6 is probably the go-to. And it's not £300 which helps afford your top priority of 1440p gaming performance via the 2080.

Fast RAM, because it can help a lot in some titles (WoW being one of them, it benefits a lot from RAM frequency) and the price difference is relatively small for the permanent investment in your system.

And for quiet, the Noctua cooler.

And the RMx PSUs are quieter than the TXms

The AORUS Pro is a very solid mobo and cheaper than the Z390E

Drop the extra USB ports card. The mobo has plenty.

Notwithstanding that some games will just have sucky performance, at least in some situations, due to the engine or other issues.

Thank you a tonne for your reply, I've revised the build
I was wondering what monitor you (or anyone) might attach to this build?
Also if I wanted to shift the balance further toward performance rather than quietness, are there any glaring obvious things that would do that?

I've no idea why I put that in the build. Mis-click I guess. It was a mistake and I'm glad you ignored!

Also if I wanted to shift the balance further toward performance rather than quietness, are there any glaring obvious things that would do that?
Not really.

The 'quiet' parts (Fractal case, Noctua cooler, RMx PSU) won't limit performance. The case has noise-dampening material but unlike some 'quiet' cases it doesn't overly restrict airflow.

The only change that would deliberately trade quiet for performance would be getting a pre-overclocked build with an H100x cooler in place of the Noctua. The H100x with the PCS quiet fans will be pretty quiet, but depending how PCS position it in the case it would increase noise.

However, apparently Dishonoured 2 won't care about the overclock, and even WoW probably won't either. WoW likes CPU frequency, but (last time I looked) when it is limited by CPU performance it's because of a single thread. And the CPU already boosts single core to 5GHz, so overclocking the other cores to 5GHz won't help much or at all. PCS's pre-OCed builds used to only be ~£10 more than a stock clocked build but these days I think they're more like £30-40 more. Which doesn't seem worth it for you. Plus the Noctua might let you have a bit of an OC in the future anyway if you decide to dabble.

I was wondering what monitor you (or anyone) might attach to this build?
Depends on your budget and preferences for exactly what model, but 1440p 144hz and gsync would be appropriate. Anything less is a bit of a waste. The Dell S2716DG is a good place to start looking and is one of the less expensive ones at ~£400-450.

I'd generally favour IPS panels, but if you're playing challenging games with permadeath you may want to stick to TN (as in the Dell) for the best possible response times. It seems to have been popular on these forums.
