Boot up problems

I recently had a power cut, when turning my PC back on it was stuck with a black screen with a loading icon.
I have tried all the usually fixes to no avail.
I have even fully reset the PC but i still get stuck on the same screen when booting up.
does anyone know how i could fix this issue.

Boot the Windows installation media.

If that won't boot then phone PCS because it's likely a hardware issue.

If it does boot then choose 'Repair my computer' and then select 'Startup repair'. See whether that can fix it.

If 'Startup repair' can't fix it then you'll need to do a clean reinstall of Windows I'm afraid.

I don't know how reliable the power supply is where you live but for the future, investing in a small UPS (uninterruptible power supply) to keep the PC running in the event of a power cut would be a wise investment.
