Can't install directx when pre-loading Anthem - (0x80070005) - Access is denied.

Dear all,

I need your help. Bad.

I received my new desktop from PCS 10 days ago. It's beautiful, it's fast, it's exactly like in my dreams, it's perfect.

There's one (big) problem. Origin cannot install directx when pre-loading Anthem. The pre-load just crashes

If I try to install directx manually, I get the following error message:

"An internal system error occurred.
Please refer to DXError.log and DirectX.log in your Windows folder to determine problem"


When I open said error log file, I get the following error:
(0x80070005) - Access is denied.


I know there's something wrong with my computer, and not with the files pre-loaded from Origin. I tried pre-loading the game on my old gaming laptop, and it worked just fine. I've been trying to fix this problem for 2 days now, and I'm slowly giving in to frustration. I've tried EVERY solution I could find on the internet:
- Reinstalling Origin and launching pre-load as admin
- Make sure I have admin privileges
- Delete the direct X folder in the registry + re-install with Microsoft DirectX End User (as admin)
- Delete the directx folder in the Anthem game directory and resuming pre-load (as admin)
- Copy paste the directx files from my old gaming laptop which completed the pre-load successfuly (don't laugh I'm a noob.)
- Triple checked my account privileges
- Tie a rope around my neck. (pending)

Last option I haven't tried yet, restore Windows to factory settings. Thing is, I can't find any licence key with my PCSpecialist package that was delivered with my computer...

Any help would be much appreciated!
 
I tried that method a couple of times already, but to no avail.

This is very strange because all my other games work just fine, and they too have a directx folder. When I try to do a manual installation with the directx.exe from other games, it doesn't work either. The same error message pops up and the same entry appears in the error log file.

Out of interest what AV program do you use?

I use windows defender.

Disabling windows defender didn't help either.

Yes, I've read this thread. Problem is, downloading the latest version of directX and running the installation manually doesn't work. The same old error message appears.

I would reinstall then, it's probably going to be a lot quicker than troubleshooting anyway.

I'd download an up to date ISO from MS from here by creating a windows 10 bootable usb:

https://www.microsoft.com/en-gb/software-download/windows10
 
In the registry, navigate to the following keys:

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DirectX
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\DirectX

Then change the key 4.09.00.0904 to 4.08.00.0904

Then change the key 4.09.00.0904 to 4.08.00.0904
