Can Aspire V Nitro Black Edition VN7-592G output 4k via HDMI?

Hey guys, I wanted to know if I can output a 4K signal via my HDMI port. Very simply, if I have a 4k video file on my HDD, can I output it to my 4K TV in 4k resolution? Not for gaming purposes, film watching only, so don't need 60HZ. I believe this is may be possible as (apparently) it has HDMI1.4a which should output 4K 30HZ , but just wanted to clarify and get a firm answer. If it can, I'm assuming once the TV in connected, I will be able to select 4K resolution in the Windows display settings menu?

Extra question - if it can indeed output 4K, will the HDMI1.4a output a 5.1 surround sound signal?
