Cannot Shutdown Laptop

Hi, Since a windows update, my laptop will not shut down. I have tried many suggestions eg disable fast startup, check and power management settings that allow hardware to wake the system etc. When I shut down, it does power off for about 1-2 seconds and then boots up. The only way it will stay off is pulling the battery or holding the power button down for 5 seconds. I have uninstalled the updates and still the problem persists. Any suggestions if its the bios (which has not been updated) or somethign giving it an instruction to boot. Shutdown /p and the various switches do not work as it still starts up again.
