Cheap media centre options and TV card advice

Hi, I'm looking to build a mini pc to use as a media centre and sometime workstation. This is a massive step down for me, my old gaming rig probably got upgraded enough to make two or three complete PCs in total, but nowadays I do almost all my gaming on my PS4 and don't have the space, time or money to keep both.

What I'm looking for is the cheapest, most minimal setup that won't impact performance, in terms of video playback/streaming, internet browsing and multitasking. Basically, is there such a thing as a system that's *too* cheap? Is it worth bumping the RAM up from 2gb? Are the integrated graphics sufficient? How about the CPU? Do I finally need to look at a better sound card? Also, I've never used a TV card with a PC before and PC Specialist doesn't seem to sell them, so is there anything I should look out for in that respect, other than making sure I have a free PCI-e slot?

Thanks in advance for your help! I should also probably mention that I'm likely to be moving around quite a bit over the next few years, so the exact setup I'm connecting this up to will also be likely to change.

Re the TV - I assume you will not always be around wifi or network connection then hence you want to pick up a TV tuner card. you can get them as USB connections - then some also require an aerial of some sort attached to them to pick up the digital signal properly. just do a search on amazon / maplins / or google tv tuner usb.

If, however, for the majority of time you will be in range of wifi / network - you can stream a lot of the channels now through various legitimate sites and even the likes of Sky and Virgin have TV anywhere available.
