My questions are:

1 Would I significantly benefit from getting a faster memory?
If so, which one?
2 Would I significantly benefit from getting a different Graphics Card?
If so, which one?

Appreciate any other suggestions.

That build looks ok. I do video editing also and have the same processor which does the job great.
The Samsung RAM is the most stable which is what you want for video editing, so stick to that it's perfect.

The GPU depends on what program you use really. A GTX 460 is a great GPU and I'm highly impressed with it.
I myself have a GTX 480, and that works great in Adobe Premiere CS5.

I am at present using Prem CS3.
The build is for Prem CS4
Can I use the Mercury Playback Engine using GTX 460?
If so, what do I need to do to get it to work

Yes you can. It's pretty simple to set up. Here's a step by step guide on how to do it:

Great answers from LDUK there - stick with the Samsung memory. :)

As for upgrading the GPU - the GTX460 is very highly rated, and will be fine for Photoshop. I wouldn't say you need to upgrade it unless you plan to play games on max settings, which the title of the thread leads me not the believe...

Prem CS4 up and running.
How do I use/connect a TV to monitor the editing output?
