Desktop PC for General plus Photoshop use, no gaming

I need to replace my very old but still reliable PC specialist PC with something that will cope with all domestic tasks plus fairly heave Photoshop use. No gaming requirement & very little video work. Can anyone improve on this for a budget of around £1400. Is the DDR 5 worth having? I have economised on the GPU because of ridiculous prices, but hopefully this will be good enough for the job.

Something like this would be more suitable. I would prefer the likes of the 2060 GPU but the budget doesn't allow for it. It would only make a difference with heavy effects though.
