Direct X issues

Hi all, my new PC arrived yesterday, really happy with it however I am getting issues trying to play certain games for example Skyrim. It installed fine but won't play, I just get an error message saying "The code execution cannot proceed because X3DAudio1_7.dll was not found. Reinstalling the program may fix this problem."
I've been looking everywhere for solutions, I've tried reinstalling in several times, I tried installing the DirectX End-Use Runtime Web Installer which many suggest solves the issue however when I try to install that I get the error message "An internal system error occurred. Please refer to DXError.log and DirectX.log in your windows folder to determine problem." People say that is solved by disabling any anti virus software you have on install but this didn't work either, I've even just done a fresh reinstall of windows 10 but still after re installing it still shows the error message.
I've also tried going into the registry which was also recommended and changing some values to trick windows into thinking you have an older version of direct x but thats also done nothing.
Sorry if this isn't the correct place to post this but I've tried everywhere else and I'm not sure if its an issue with the new PC I've just received from PC Specialist.
Anyone come across this at all or knows whats going on?

Skyrim as in Oldrim, not SSE right?

What else have you installed? Any 'driver booster' or 'system cleanup' type tools?

Hey mate thanks for replying, both normal Skyrim and SSE show the exact same messages, after the issue I tried a system cleanup piece of software but it didn't solve anything, I literally got the PC brand new yesterday, and today completely reinstalled windows 10 and wiped all my installed programs, then the very first thing I did was to try and install Skyrim/download the direct X 10 web installer but the exact same things are happening.

Don't use system cleanup software; even ones with a good reputation can actually cause the issue.
And many far worse ones...

Is this the web installer you're using?

I also came across this though try at your own risk:

if you've run system cleaner software, and also tinkered in the registry, you might want to do a clean install again. As it'd be a shame to get Skyrim working and then find out later something else was borked :)

I've had occasional issues with Skyrim and DX, but nothing that wasn't fixed by downloading and running the installer, including on Win 10.

That's one of the posts I've read thoroughly and tried everything the guys were suggesting, and yes that is the web installer I've been trying to install, I just tried to install the second one you suggested but an error message comes up saying "You must be running Windows 98, Windows Millenium Edition, Windows 2000, Windows XP, or Windows Server 2003 family to instal the directx 9.0.
