This makes no sense - PCS do not supply a 'recovery partition' in the same way that high street vendors do (and they only do it to force you to reinstall all the bloatware they make money from). If you're looking at a partition labelled 'Recovery' that's NOT a factory recovery partition, it's a Windows system partition used by the (useless) Windows Reset feature.

The only way on a PCS build to 'start again' is to do a clean install of Windows from bootable media. Once that's completed you should run Windows Update repeatedly to install all drivers. Other control and monitoring software should be downloaded from your PCS build page as described above.

But from the forum of microsoft relate thats it's possible reset windows to state of fabric. It's from the security and actualization option of windows configuration, and also from configuration the windows startup pressing shift in the reset or in the shutdow and (they says) you can enter in the reset of windows at state of fabric.

That's the Windows Reset feature. It uses the existing libraries to rebuild your Windows system. It's not recommended because it's not a clean install, its just a rebuild of what you already have.

If you are wanting to 'reset' Windows the only fully reliable way to do that is via a clean install from bootable media.

Is it running windows 10?
Download Media Creation Tool from Microsoft.com and create a boot USB, and do a complete fresh install that way.
Let it completely reinstall, youll be able to remove the partitions when it does that and start fresh again.

On a UEFI system (which yours will be) the system drive has four partitions (one is hidden) called; EFI, MSR, Recovery, System. When you boot installation media choose a custom install and delete all four of those partitions. Highlight the 'unallocated space' that results and click the Next button. The installer will create the correct partition structure for you and install Windows.

If you follow what @ubuysa said, it will erase all partitions, but windows will create all those 4 again, as it is mandatory for Windows 10. Regarding which method is best, I actually have no idea which is best, but I always go for the complete deletion of partitions and installing everything from scratch, just to be safe.

The Recovery partion is NOT there for you to do a factory reset as with other laptops. The Recovery partition is used ONLY by the (useless) Windows Reset feature.

PCS laptops fo not have a factory reset partition.

The Recovery partition should be deleted with the other 3 UEFI partitions. The installer will recreate it but with new libraries.

That is a copy of the Windows installation disk. It's an iso format file which you could burn to a DVD and use to install Windows.

However we wouldn't recommend that you do that, it's far better to download the Windows Media Creation Tool and use that to download the very latest version of Windows to a USB stick.

Don't be afraid to ask questions, that's why we're here. :)
