Your external USB drives almost certainly have their own mains powers supplies, so they will stay on even though the PC is powered down. You will need to power off the drives before they will stop.

How to turn off usb power when system has shut down

My USB devices remain powered after shutdown. My keyboard, headset, 2 portable hard drives, network adapter, and other USB devices stay powered once my PC has shut down. So far I have been turning off the PSU to turn everything off but its really inconvenient for where my case is.

I know this is a feature. I did a little research online and it was saying you could disable it. But I have no clue where to start looking.
I had a quick look in the bios but i couldn't figure it or find it

i know why the usb stay powered but i don't like or use this feature. i dont like the idea of unplugging everything or having to switch it off at the mains.

best bet is booting into the bios and having a look for the feature, I cant remember what it is off hand but it will be in the bios somewhere.

Another option is to try other ports, not all will be powered on shutdown I don't think
