Hey, I'm a programmer/artist working with machine learning libraries and I also game regularly and work with 3D graphics and video edit. I based my spec on this guide (high option) : https://civitai.com/builds

Whilst Id like this build to do everything perfectly, I just want to make sure the GPU is getting enough power , my system is adequately cooled and safe, I'm making the smart savings where I can, and my hardware in generally is working well with each other. This will be an investment for 5 - 8 years so I'm willing to upgrade where I need if it is necessary / the performance gains are considerable.

You would likely be fine with the 7800X3D but I certainly wouldn't opt for the 7900X3D, it's not a good gaming chip. The 7950X would offer the most processing grunt, the 7950X3D has the best of both worlds but I can't see you actually needing the processing power. I've opted for it below though as it covers every eventuality.

Very insightful, thank you for your input - I like the ssd swaps as I wasn't too sure on the benefit between brands (I was considering a smaller drive for the OS too).

Did you have a particular reason for going up with the power unit from 1000 to 1200?

The 4090 uses a lot of power. The 1200w unit is ATX3.0, which is the latest standard and is designed to absorb transient spikes. As much as the 1000w covers the 4090, with a transient spike in place (double the power draw), it could cause issues.

The 1200w will be more efficient etc too. For this level of build I think it's a no brainer and covers anything you could do in the future :)

ATX 3 allows for double the power draw for short bursts as modern gpus can demand double their tdp at times.

For the 4090 the gpu alone can draw 1200w in a transient spike, not accounting for the rest of the system.

So a 1200w ATX 3 can comfortably handle a transient spike up to 2400w

An old ATX 2 1000w has a peak of 1000w. If a 4090 did a transient spike up to 1200w it would overload the PSU. Sometimes this results in odd instability like strange program crashes, but at times can just result in an all out BSOD or simply the system cutting power entirely.
