Help on reasonably quiet basic PC

I just need a reasonably quiet and fast basic PC for office work (Not video editing or gaming). My 10 year old PC is a Core2Duo.
I don't know if a basic case will do or I need something more sophisticated like this one for quietness.
Someone said that having a couple of extra case fans would make it quieter but a friend said that by definition having extra fans is noisier
Could anyone tell me if the Core I5 is a noisy processor and whether I need additional processor cooling for it to make it quieter.
Also would the power supply specified be reasonably quiet or should I go for the very quiet one.

Thanks very much for this help, but I would really like a VGA and DVI connector and a couple of PCIe expansion slots (which are on the original motherboard I chose). Also USB 3 at the front.
It doesn't have to be completely quiet, just reasonably quiet (subjective I know).

I have two existing monitors - 1 VGA and 1 VGA/DVI.
One PCie would be for additional USB ports, a second possibly for a WIFI card.
General requirements just fairly fast (core i5 if it's not too noisy), SSD, with the ability to add my own SATA HDD.

In fairness the one I posted has quite fast AC wifi built in, 4 front USB ports, 4 rear USB ports, including 2 USB 3.0 ports, and an HDMI and DP port, which can be used with adapter cables

Or something like this would be cheaper than your original spec while sporting a better SSD and a quieter CPU cooler.

I would spend the extra £6 and get the 2600x in your shoes. It's a bump in turbo frequency that would be fairly welcome for the cash.

Although I'm not sure the R5 2600x's cooler is as quiet as the Wraith Stealth that comes with the 2600. I think that's why I'd stuck with the 2600 over the -x

It should be pretty quiet. Could be worth asking PCS how quiet the case and PSU are as I'm not personally familiar with them (i.e. giving them a call).
