To be fair if a PC won't even boot into the setup screen then there's not much you can do as it won't be booting into any kind of media be it USB, HDD/SSD or DVD.

If the few seconds would annoy you then just disable it as an option.

Indeed, when a PC boots the very first bit of code that gets control is the BIOS, that's where the 'F2 or Del to enter the BIOS setup' message comes from and if you're not getting that far you have a more serious PC issue that a broken copy of Windows.

Since you'll rarely boot from the DVD I'd leave the Windows Boot Manager at the top of the boot list. Even if Windows breaks (and even if your system drive fails) you will still be able to enter the BIOS setup on boot and select an alternative boot device so you can run diagnostics or boot the Macrium Reflect restore DVD - or even reinstall Windows.
