If you could let us know what you'll be using it for then people can give you some tailored advice :)
Though one thing I will say is that for most people 16GB RAM is plenty, 64GB for most would just be a waste of money as most would never be used

And if it's gaming, what monitor do you play games on? (what resolution and refresh rate)

Hey,

I'll be using the computer for gaming, video editing, streaming, and photo editing.

My monitors are BenQ, and an Acer one. I don't remember the exact names but run both in 1920x1080 refresh rate I believe is 60 on both

Its 0400 and walking to work so forgive me if I can't remember.

A 2080 ti for a 1080p monitor is a massive waste of cash. By all means get a 2080 ti, but do get a better monitor to actually harness what it has to offer. Most monitors you'd be looking at would be £400-£1000

If that's not doable, get a cheaper GPU and a monitor upgrade. An RTX 2070 Super would be plenty for a very nice 1440p 144hz monitor, capable for video editing and photo editing, and £500 cheaper

For video editing and streaming, and this kind of money, you should consider a better CPU, like the i9 9900k or the AMD R9 3900x.

64GB RAM is excessive unless you are absolutely certain you will need this for video editing and photo editing. 32gb is plenty, with many hobbyists buying only 16gb. 16gb RAM is more than enough for gaming and streaming.

The sound card is very expensive and not worth buying; onboard audio is fine and if you're an audiophile you probably want something other than generic 'gamer' soundcards.

With your slight downgrades I get it cheaper on fiance too cheers

You looking at monitor upgrades?
Yeah just added a nice 4k 28" and just comes about 10/20 quid cheaper on the fiance :D will have to wait now though til April time next year :'(

Yeah I'm going to wait for Xmas money, and some birthday money (April) and Order it then, if that makes sense?

That monitor is a budget 4k monitor, and arguably not really an ideal pairing for the spec. I'd suggest alternatives, but again, we might have some more options to play with come April. Maybe some new, 'gsync compatible' models. Don't limit yourself to PCS's monitor range, though. Their selection especially for 4k is (understandably) a bit limited. We'll see around Easter time I guess!
