How to access the recovery boot partition?

Some issues that I can't resolve being that windows store can't install minecraft and for some reason many windows services are being disabled a few seconds after bootup.

Click restart while holding shift. You should get some options, if you just want to get into recovery select that and it will re-boot into the troubleshooting menu.

The UEFI partition labelled Recovery is NOT a factory restore or user recovery partition and you cannot access it directly. It's used by the (frankly useless) Windows Reset feature.

Given the symptoms you describe I would suggest a clean install from bootable media. Windows Reset may well simply reinstall the screwed up system you seem to have.
