i7-9700 & RTX 2070 Super stuck at 300MHz Clock Speed - 15-30fps at 1080p

Hi, I bought a new PC Specialist PC from PC World yesterday however I've been unable to play a single game on it due to drastically low framerates. I spent yesterday searching and attempting fixes, reinstalling drivers etc. however nothing seemed to work. Using GPU-Z I could see that the clock speed of the GPU was stuck at 300MHz whenever I was on a game, it is meant to be at 1605MHz base. I changed settings between 4K and 1080 at different quality levels and never got above 20fps maximum. I had no issues on my previous PC which had an i5-6400 & GTX 1070 and was able to run most things at a decent framerate my tweaking the settings.

Does anyone know if this can be fixed or does it require returning and replacing? Thanks!

I've got to ask - did you plug the monitor into the GPU, or the motherboard?

300MHz is what the GPU will downclock to to save power when it is on idle. So 300MHz when it's not in use is normal. Obviously not normal for gaming. Could potentially be that you plugged the monitor into the integrated graphics, so asking about that first to rule out.

Yeah the monitor is plugged into the GPU.

Specs are:

OS: Windows 10 (64-bit)
CPU: Intel® Core™ i7-9700 Processor - Octa-core - 3.0 GHz / 4.7 GHz - 12 MB cache
RAM: 16 GB DDR4 (2400 MHz)
GPU: NVIDIA GeForce RTX 2070 Super - 8 GB GDDR6
Storage: 2TB (7200RPM) 256 GB SSD

Are the graphics card power connector(s) from the PSU in properly?

Have you tried sweeping the GPU drivers with DDU and performing a clean install of the latest drivers?

There are other things one could try, like removing and reseating the GPU, a clean install of Windows, but if it's brand new and bought from a shop I'd probably return it and ask for a refund if it's not a simple case of a loose power connector or needing to DDU the drivers.

Yeah I've used DDU and reset Windows also but it didn't resolve the issue sadly. I've checked the connections and it seems to be connected fine so I assumed it was a faulty GPU. Just wanted to check if there was anything obvious I hadn't checked before getting a refund. I've checked power settings on Windows and NVidia etc.

A reset isn't a clean reinstall, so you could try that.


Otherwise I'd be taking it back to the shop.

If you post the full spec (speccy / link to the product page) and the price you paid people can always see whether you can buy a new system direct from PCS for a lower price. Sometimes happens that buying directly from PCS is cheaper. And obviously it being a custom PC site you can customise the PC.
