Could anyone help put this performance in context for me? Is there a dedicated gpu that this is broadly equivalent to, or a game it could just about run ok? The article only compares to other IGPUs, and I've no experience of using them.

Vega 11 are the graphics on a Ryzen 5 2400G, so you can find benchmarks of that. How they perform depends quite a lot on memory configurations (same is true to a great degree for Intel iGPUs, or it certainly has been in the past). I haven't read the article so haven't seen what configs they've used for these benches.

The rough ballpark dGPU would be the Geforce 1030 (the real one, not the DDR4 one), which is more or less equivalent to the Ryzen 5 2400G's onboard graphics.

If the overall performance for Gen 11 is ~10% lower than Vega 11, that would place Gen 11 a bit under the 1030 too.
