Intake fan making rattling noise

I’ve cleaned out the dust but I’ve had consistent issues with this one intake fan that constantly gets stuck and makes a rattling noise. It moves slow and sounds like it’s catching on something.

Removed it cleaned it had a look at it and it appears to be fine. I’ve had of less than a year but these issues are usually resolved by cleaning but it doesn’t appear to be working now.

Bought new fans but the way the pc is built makes it hard to disassemble it it just sounds awful turning it on its so loud
