Well, if you are just gaming, then 16GB of RAM is complete overkill :), 8GB will be perfectly fine (in fact for a lot of stuff 4 would be fine).

Were you planning on overclocking? If not doing so you could happily drop the cooling down as you wouldn't need the water-cooling :)

Yes it is but if you are only going to be using it for gaming (i.e. not doing any HD video editing or 3D Modelling) then the i7-2700 CPU is massive overkill! you should at least drop to the i7-2600 or even the i5-2500 CPU and spend the extra money saved on upgrading another part of the system. Also unless you are planning to overclock (which I recommend you dont) then the liquid cooling is not necessary.
