When playing games I have noticed that sometimes the game crashes my whole computer by producing red or green lines on my screen and totally erroring the laptop.
fans are on max speed with CPU temps in the high 70s with GPU in low 70s

First on my list would be DDU the GPU drivers and do a clean install as here:

What games does / doesn't it happen in?

Fortnite, CS GO and Rainbow Six When I play for more than 30 mins it can sometimes happen. Especially when I scope in it crashes, or sudden FPS changes it crashes. I bet it's the VRM's of the graphics card overheating even though the temps are 70C must be VRM issue

I would RMA that. Sounds very much like a GPU fault.

What instability do you have from the CPU at stock voltage? That's not right for starters.

From my experience horizontal coloured lines or blocks are usually GPU related, and indicate a GPU fault. If they where vertical sharp lines or broad blurry white horizontal lines that would point at a problem with the display or something connected to the display (like the LCD cable/Inverter).
