Monitor refresh rate issue

Hi everyone. I am a new member and looking for some advice if possible.
When I boot my PC I get the motherboard screen then when it gets to the windows login page, there are horizontal lines accross the whole screen. This appears to be a refresh rate issue as when I look at the monitor settings, its at 75 hz. Basically I need to go in and change it back to default, 60hz. Cant seem to find safe mode in windows 8 and wonder if I can somehow reset the monitor to default without going into windows.

Try the auto-input button I seem to remember someone mentioning that in a recent thread, also can you not just get to the settings page with the coloured lines?

The only way I can do this is by going into windows, as the refresh rate can't be changed on the monitor. but can't get in due to the lines on the screen- catch 22. Might try to connect another monitor see if that works

Do you have a dedicated GPU? If so are you using it or the ports on your motherboard? If its one or the other try the other port
