Is this a PC you already have, or one you would like to have? Changing the cooler isn’t the highest priority here. The case, RAM, storage, PSU and WIFi card could all do with some alterations.

There are a few areas that are less than ideal.

You've got a slow SSD, replacing that with an M2 and fresh installing everything would vastly improve performance generally.

The case is less than ideal.

The cooler is not very good.

You've got very slow memory which will impact performance.

The PSU is only just about enough for the system, and it's low quality.

The network card is out of date also.

Unfortunately, it's just not well designed I'm afraid, you'd need to spend a lot of money getting it right.

What monitor are you pairing it with? What resolution and refresh rate?

without knowing a budget it's hard to know where to start, as @SpyderTracks said there's a lot needs doing, from his list I'd suggest upping the RAM to 3200Hz minimum, the wi-fi card is a cheap upgrade to an AX200, and as we've both said get an M.2 in there for the OS to go on (500GB firecuda 530 or Samsung 980)
