Need Help Please

Ok, I should probably start this of by telling you that I am a complete newbie at PC's and stuff. I am looking for a Desktop or a Laptop that is great for Capturing and the minor editing of HD footage. If the better choice would be a desktop I will need a mouse and keyboard as well as a monitor. The maximum price for me would be around £600. what is the best I could by for that amount? thanks for the help.

P.S. I would also be very grateful if anybody could point me in the direction of some cheap editing software e.g. Sony vegas
