New Way to Check Specifications...

I'm happy with the new system for checking specs, but I have a query.

when configuring my setup, it says with 1 5970, it calculated that I'd need 704W including a 20% allowance, yet if I selected 2 5970's, it still said I would need 704W, surely this can't be right, can it?
