Unfortunately I don't think you're going to find a gaming PC for 600$ than can get anywhere close to 144fps - unless its a really really undemanding game.
Especially since Covid has hit, prices have increased for PC components
Note that since these forums belong to PCSpecialist (PCS) we cannot suggest pc's from anywhere but PCS so you may ahve to look at off-the shelf offers from generic retailers possibly with black friday sales still on

Not a chance I’m afraid. The minimum would be around 1000 dollars for a custom pc. They only serve Europe also.
