PC Pausing every few seconds, mostly while downloading

I purchased a custom build from PC Specialists and it is working great for the most part(I'm having trouble with 7.1 surrounds sound but I think that's on me) but on occasion, mostly during downloads/installs but not exclusively the PC pauses entirely and becomes unresponsive and kicks back, this can go on indefinitely requiring a restart, in one instance it was bad enough to require a hard reset, I have tried a bunch of things(I can go through my search history if it is relevant). Any advice? Should I return the PC to PC Specialists? Worth noting that my PC with a dying GPU and hard drive didn't face such issues, to be honest Windows seemed to run better on it as well, so yeah, I feel defeated, any help is appreciated.

Do these freezes/pauses only happen with network related taks (downloads/installs) or do they happen when performing other tasks {with no networking component) as well?

I don't believe that it's always during network related tasks, but I cannot confirm that 100%, worth noting is that I closed everything and left it a while to hopefully rule out some windows update, additionally, it has happened when steam is installing, but not downloading, but downloading is when it is most common.

Try cable connecting to your router for a while. If the problems stop then we'll know its a wireless issue.

There is a lot of spikes, notable that in network activity, there appeared to be various versions of 1 download but that may be how it works in the background for all I know, when the spikes dip off the PC stutters

I'm mot sure I fully understand what you're saying here. Resource Monitor shows you the network utilisation, what is the peak value you see?

Check other resource utilisations as well...

The utilization goes close to/ up to 100 then when the utilization dips, the PC stutters
