Photoshop/Premiere Pro Help

So basically I'm trying to create a split/screen montage for the intro to this film, but not quite split screen as in 'half and half'.

What I want to achieve is to divide the screen up into 9 squares and have a clip in each square.

Obviously I want to get them all the same size, so I imagine for 1920x1080 each square needs to be 640x360 (I think?!) Probably slightly less so there are spaces between each space.

Now the best way I thought of doing this was to create a grid in photoshop and then insert that into my film and scale down each clip and position them within the boxes. That way everything would be scaled and sized equally.

Now:

1) Is this the best way to do this or am I being a retard?
2) What's the fastest way to go about creating this grid?

I love my PC, it's taken 5 Blu-ray quality video tracks to playback simultaneously whilst editing before it starts to struggle. Impressive stuff! My old PC couldn't even handle one... :D
