Reduced performance on new PC?

Heyo!

I recently bought a PC from PCSpecialist, with a GTX 1650, an i3-9100, a 256GB SSD and 8 gigs of RAM. Before buying the PC I watched lots of benchmarks and reviews of the pc, and on games like Call of Duty: Warzone it was comfortably getting 60fps+ with a mix of medium to high settings. However when I started playing, I was getting an average of probably 30-40, which would've been playable if the game didn't stutter or lag all the time. I tried changing around with the settings, VSync in on and I've tried locking the frames at 60, putting all graphics on low, but nothing is working...

The preinstalled antivirus, Bulldog, I think has been interfering with some stuff in Chrome and in my games. Is it possible that could be the cause, or have I done something wrong whilst setting up this PC? Other games are affected too, such as GTA, where low settings didn't even get 60 fps in the city and surrounding areas.
I've done my drivers, done my Windows updates, and I've got nothing else. I'd appreciate some help, and thank you in advance ;w;

Bullguard is known to cause problems, best to ditch it and go with Windows Defender, which is better and free.

Nvidia drivers can be problematic, sometimes it is not the latest which is best. Trying a different Nvidia driver may help.

Glad it is all ok. Worth bearing in mind the Nvidia driver thing, I would be very surprised if an update/upgrade caused driver problems but have seen it enough to have on my to look at list for problems.

Thanks for the help guys, deleting the Bullguard antivirus seemed to fix EVERYTHING! I'm getting the experience I paid for, and sorry for not posting the specs before. Again thanks, had a quick Warzone game and everything seemed fine <3
That's great to hear, bullguard is nothing but trouble

1TB HDD & 256 SSD.

Since I bought the PC, whenever I play high intensity games such as GTA V, Apex Legends, CoD: Warzone, practically every game besides League of Legends, I've been getting constant stutters; frame drops, low frames, etc etc. I've put settings quite low on some of them, normal on GTA, low on Warzone, but even with all programs closed down I'm constantly maxing out my CPU and RAM, but not my GPU. With the specs I'm running I would've expected this new pc to perform well in all these games, but I've been miserable always lagging behind my friends in FPS games.

Tried drivers, disabling game optimizations, PC is fully up to date, but even now with only 3 tabs of Opera and nothing else loaded up I'm running at around 70% of RAM. Do I need to buy more, is there something I need to switch on or off? I'd appreciate any help, thank you in advance ;v;

What monitor are you using? What make and model?

I'm using a BenQ GW2270, 1080p and 60hz.
It’s not going to be particularly good on high end AAA titles. At 1080p you’re more cpu bound and that cpu is going to be a bottleneck for most titles. It’s also slow RAM and half what you require so there’s another bottleneck.

The 1650 will also struggle with games like cod.

Furthermore it’s not a gaming monitor and has no variable refresh.

First thing you need to know is what frames it’s pushing, you can do this with MSI Afterburner by enabling the in game overlay.

My guess is it’s running under 40fps and therefor screen tearing due to the monitor.

Well CoD can be put down to RAM, but from benchmark videos the i3 and 1650 seem to do well in most of the titles I want to play, but even in esport titles like Overwatch and Fortnite, it's constantly stuttering to the point of unplayable. Even in low settings for each of these games, I'll get consistent 60fps with no screen tearing, both from GeForce's FPS counter and Steam's, so it's not the monitor I think?

As already said, at 1080p you will be cpu bound. At 1080p, ram is also a much bigger factor. Now speed isn’t so much an issue for intel but, single channel and only 8gb is a big issue. I would expect around 60fps from a 1650 on cod, but that would be assuming 2x8gb ram.

If you find out what ram you have, i advise buying an extra stick. This will need to he absolutely identical though, or you can buy a new pack of ram. This depends on your cpu though, as 9th gen and 10th gen support different speeds i believe and this also comes down to motherboard. I’m relatively convinced it is a ram issue for you.

I thought this had been fixed 2 months ago, as at the time the OP said they’d removed Bullguard, and everything was now perfect?

Is this now another issue, maybe something to to with the tiny SSD and RAM? Is everything running from the SSD, is it full?

How are you measuring that?

Open Task Manager, click the Performance tab and then the Memory icon. Post a screenshot of that display.

Then click the menu item at the bottom to open the Resource Monitor. Expand the Memory section and post a screenshot of that display.

Also, open File Explorer, click on This PC in the left-hand pane (so we see all the drives and how full they are) and post a screenshot of that display.
