What's your max budget? Any reason for Win Pro?

Max £2000. What do you mean by dead platforms? I have Windows Pro on my laptop and on current PC.
’Dead’ as in it’s a 4 generation old CPU that’s had no major upgrades since (or none that haven’t damaged the silicon by trying to push more power through it).


What function(s) of W11 Pro do you need that aren’t available in W11 Home?

I have Windows Pro on my laptop and on current PC.
So you would want to transfer it to the new PC and save £110-140.

It is overkill for an office pc even for video editing. It is definitely future proof though. You could get an RTX 4060 and it will be enough. A modern 6 core processor like ryzen 4 7600x will be enough like ekans has suggested. The motherboard could be downgraded to a gigabyte b850 auros elite wifi7 and still be future proof and will cost a lot less. The rest of the components are fine.
 
Also you dont need 64gb of ram. 23gb with 2x16gb sticks in dual channel will be good enough. You can always upgrade the ram, cpu, gpu in the future if need be.

Well, video editing may requires a large amount of RAM: it depends on the resolution, length, codec, complexity of the project and softwares like After Effects or Foundry Nuke can use a ridiculous amount of RAM when rendering, whereas Premiere or DaVinci are usually less demanding on RAM (generally 64GB @1080p footage resolution would be a fair amount).

Given that the OP's budget is very healthy, I don't see the point in going much cheaper unless absolutely necessary, as well as having to update CPU, GPU, and RAM when the budget is sufficient to have a system ready for use.

We can best advise if @MrBigBazzer could clarifies the level of editing desired and/or the softwares used.

That's your Cache drive: the general recommendation for video editing is 1 drive for OS/Apps (1TB CORSAIR ELITE MP600), 1 drive for Project/Main files (2TB CORSAIR CORE XT MP600), and 1 drive for Scratch/Cache (512GB SOLIDIGM P41+).

No matter how much RAM you have, any editing or rendering will overshoot that. If you don’t have a cache drive, it will write to the OS drive instead which is a lot slower and slows the OS and program as a result
