RX 580 FPS drops in a brand new build

Hi,

I recently bought a brand new PC, i'll post the full spec below, with an RX 580. Installed both borderlands 3 and Outer worlds and notices that while they ran smoothly most of the time both games had regular frame rate drops. I have done some investigating and tried numerous things to fix it. I have already asked tech support and they suggested a full driver uninstall and re-install which I have done with no change. These are the things that I have tried to fix the problem before I contacted PC specialist -

• Updating the GPU Drivers to the latest full release
• Updating the GPU Drivers to the latest optional release
• Turning the power limit on the wattman settings up to 50
• Undervolting the GPU
• Changing the Fan speed profile
• Updating the Windows 10 power settings from standard to performance
• Downloading other games such as Gears 5 and getting identical frame drops
• Using other games launchers to be sure it wasn’t that
• Installing the same game on the SSD rather than the M.2 to make sure it wasn’t a drive issue
• Making sure all games are running DX12
• Checking for abnormalities in the BIOS settings
• Running all the games in lowest graphics settings (this makes absolutely no difference)

It is most noticeable when in the pause menu of Outer worlds, I have attached a a photo of MSI afterburner monitoring Outer worlds last night. I have a video of it actually occurring but its too big to attach. I am currently waiting on a fresh reply form the PC builders but thought I would post it here as well.

I have sent tech support a picture of the MSI monitor whilst I was running Outer worlds - And a link to the video of the actual problem occurring -
,
Just waiting on another reply form them.

In the meantime thought i'd find out if anyone on here had any advice on what it could be?

Cheers,

Tom

By the looks of your video you could set your watch by it. Is the timing consistent? Just going by the dips on the line you are showing.

When you go onto the pause menu it is consistent yes, bit harder to tell when your actually running the games though, but from the MSI afterburner graphs it appears to be all the way through. Looking closer at the, whatever is causing the spikes/drops is obviously echoing through every part of the GPU but i'm a little concerned/confused how its is also seems to be affecting the CPU1 temperature

Update - Spoke to PC Specialists at lunchtime they have said to try removing and replacing the card to see if that changes anything, but that if it doesn't then they think they will have to replace the GPU
