Why when trying to build a liquid series PC why is there a pre order and waiting list for the Ryzen 5900 CPU, but not a pre order or waiting list for non liquid series configurations with the same chip?

If you've got 5900 chips in stock for new air cooled builds, why aren't you using them for liquid series too?

Other Ryzen chips for liquid series are not pre order, so can't be CPU water block related either.

I'm confused!
