Several seconds delay after hitting power button

I received a PC Specialist PC a couple of weeks ago. Everything seems fine, but I have noticed one strange thing. When pressing the power on button, nothing at all happens for a few seconds. After that the fans come on, I hear the usual beep and the PC boots up very quickly. It's hardly a problem in itself, even with the few second delay it boots up into windows in a tiny fraction of the time of my old machine. However, I just am curious why this is happening and if it could be a sign of some other problem. My old PC, and every other PC I've had, shows some sign of life the instant you hit the power.

They are sending a replacement PSU (although worst case is a motherboard problem). Will have to deal with all those zip ties to remove the old one - not looking forward to that!

Just had a look inside the PC. Will I need to remove the whole motherboard to change the power cables?

No I wouldn't have thought so, are some power cables routed underneath the motherboard? Looks like they're going through the opening in the case to me? I'd need to see more photos to confirm.

Note some of the cables (bottom of the pic) are for other connections and are not power connections.

Here are pics of where the motherboard/gpu and cpu power comes in. They seem to run partially underneath motherboard and partially underneath metal structure that's part of case.

So I installed the new PSU. Everything was fine for about a week - fans/power light came on as soon as the button was pressed. However, it has now started exhibiting the problem again. I press the power button and there is a 5-6 second delay before any activity. I guess I will need to contact PC Specialist again, but checking if anyone on the forum has any ideas / similar experiences.

Someone on another forum suggested doing a CMOS reset. Is this a good idea? Or should I just contact PC Specialist again?
