So im buying my first ever gaming pc and need advice

I've always been a console person but recently when coming very close to getting a PS5 I've taken time to think about it. The price of games puts me off ( I buy alot of games! ), and in general I've always wanted a PC because I want to play games in the best possible way.

With what youve spent above, even including a monitor and mouse etc, you really should be aiming 1440p builds as well.

My budget is also around £1900-£2300, I'm pretty high on fps games, looking at modded gta and games like god of war etc so I'm really not sure what would he the best to get the best performance out of those sort of games.

I'd only be using the PC for gaming and that's it

Is there much difference in an Intel i5 processor and a Intel i7 processor?

The spec MrWilson put together for you is vastly superior to what you have just put above, and also current (AMD 3000 series cpu's like you have above are two years old) And you dont need a gaming chair... you are buying an entire system including monitor, I would focus your spend on the system.

There is a discussion around AMD/Intel, at your pricepoint you should be able to get a decent Intel system and until AMD release the new CPU's Intel currently have a bit of a lead over AMD (its expected to change back to AMD with the 7000 seires)

With Intel CPU's you dont want to cheap out on the cooler, they run hotter than AMD do, and Prime motherboards are Asuss' basic range.
Think of Prime like a Ford, Tuf like a BMW and Strix like a Ferrari.
A 3070 Ti is going to sit mainly on idle without you buying a premium 1440p monitor or 4K, and you are short changing other areas of the build to fit it in.

In terms of i5 v i7, it comes down to cores... to confuse things Intel have now changed they way they classify and are counting their little cores (I got very confused, they did explain it to me) but basically, i5 is 6 main cores and 4 little ones (used to be called 6 core by Intel, now intel are saying its 10 and counting all of them) i7 is 8 main cores with 4 little ones. The little cores are efficiency cores and deal with more trivial tasks, rather than the main load which is what you want for gaming... at this point i'd need to reread everything the mod explained to me but thats the general jist of it...
More cores are better for stuff thats multithread based, so things like video editing or even more cores for stuff like heavy computational work etc, depending on the types of games, they may or may not benefit from more cores... I think FPS type games are more single core focused? I would have to check...

But basically, MrWilson has given you exactly what you need, dont get distracted by RGB strips and gaming chairs.... you can add all that stuff over time for now start with a solid base, which is then going to last a decade and all you have to worry about is GPU upgrades every few years (which is also partly why a higher rating PSU... take a 650W and you basically cut off future upgrade options and can even sabotage your own build... the 3070 ti on a 650W would starve for power under load and that can have various unpleasant side effects)

You'd also doubled up on headsets and mouse mats etc which I dont think was intentional, but again would of incresaed the overall cost, and then taken a 1080p monitor, which defeated the whole aim of the build to begin with.... 1080p is old, current "standard" is 1440p, and the market is heading towards 4K atm and youll likely see 8K become more common over next few years.
1080p is now more the reserve of professional competition gaming where they take low res, dial down all the features and focus on pure fps output and players have much, much higher than normal response times and visual acuity. Most people are unable to see any difference over 120fps so 144Hz/144 fps is what us mere mortals need really. this whole 240Hz is pretty much marketing bluff.

I suspect MrWilsons system would have a slight lead given the 12th gen Intel cpus are newer and have taken a slight lead over AMD in general, but I think they would be pretty close, and it saves about £100 which can go towards a decent monitor, but again, strictly 1440p... dont even consider 1080p monitors youd be wasting your money and bottlenecking the system.

Also, forgot to mention, Norton anti virus...waste of money, and likely to cause more problems than it claims to solve.
Windows defender is built into windows, and anti virus software is now largely obsolete. If you want an added layer of protection, download MalwareBytes... you get a 14 day free trial of its pro version, but once its done just let it expire and then just load it when you need it, the browser addon stays active you just lose realtime scanning on your system, but running the standard (free) version once a week will have you covered and WinDefender does the rest/active protection.
Norton and bullguard and stuff like that can interfere with all sorts of stuff, and dont offer any added protection (as much as they would claim otherwise)... Win Defender is very good, its not like it was with older versions of windows.

The VG27AQ can be had for £279 on Curry’s atm which is an absolute steal.
For the top end of 1440p gaming you can look at the MSI MAG2427QRF-QD, which you should be able to pick up for around the £350 mark.

I changed a few things about it, looking to make sure I'm not over spending or over doing it

Adding RGB lighting strips, increasing the Intel M2 to 2TB and switching from windows 11 to win 10 pro?

Win 10 pro and the lighting strips both increase the cost and gain you nothing, the only bit that may be vaguely worthwhile is increasing the gaming drive volume... its not actually that common to have that many games actively on a drive, especially with stuff like Steam/GOG Galaxy/Ubisoft etc where games remain in your purchase library and you need only download them when actively playing them (and 2TB is a LOT of games).

If you were looking at slightly increasing the budget I would put it into a better M2 drive such as the firecuda 530, rather than increasing the size, and arguably the spare room in the budget would be better spent on the monitor choice.
I would stick with the spec thats been recommended for you and I would not be touching a dell monitor, especially not at £400

Your proposed spend is now nearer £2500, where you previously had a £2300 budget ceiling.... yet that extra spend isnt particularly worthwhile
